The article discusses the formation of the Provisional Government
after the February Revolution in Russia, the adoption of several regulations on holding elections for the formation of self-governing bodies in cities, and the commencement of preparations for elections to the City Dumas in all cities of the Turkestan region, including the cities of the Fergana Valley, based on these regulations. The general public watched the preparations for the City Duma elections with great interest and goodwill. These processes were widely covered in newspapers published in the region, including the newspaper "Shchit Naroda" (Shield of the People).

This article examines the main difficulties faced by Uzbekspeaking learners in learning English as a foreign language. Due to important differences between the Uzbek and English languages systems, learners often experience challenges in pronunciation, grammar, vocabulary acquisition and listening comprehension. In particular, issues related to tense usage, articles, word order and unfamiliar sounds create obstacles in effective communication. Psychological factors such as fear of making mistakes, lack of confidence and limited exposure to an English-speaking environment also negatively affect learning outcomes. The
study highlights how reliance on direct translation from the native language can hinder fluency and accuracy. Understanding these difficulties is essential for teachers in order to select appropriate teaching methods and creative supportive learning environments.

The development of inclusive education requires the creation of effective pedagogical conditions that enable learners with different educational needs to participate actively in the learning process. Mathematics is one of the subjects in which learners with intellectual disabilities frequently experience significant difficulties due to the abstract nature of mathematical concepts, the need for logical reasoning, working memory, attention, and the sequential processing of information. The purpose of this study is to theoretically substantiate and develop a system of differentiated-level tasks for learners with intellectual disabilities in mathematics lessons conducted within an inclusive education environment.
